The post communist period has revealed the importance of the political cpnstantin in the functioning of the society on the principles and standards of democracy. The modernity of a new electoral system thus remains an inclination towards a desideratum that has not yet been achieved.

While the discourse created the impression that Romanians were closer to the Western ideal-type of modernity, current practices showed that they were far from conforming to this framework. Tendential modernity refers to the ideas and actions aimed at modernization which remain partial and not finalized.
